The team behind the popular note-taking application GoodNotes has noticed the issue frequently enough that they created a support guideline for users who are encountering this error.
The GoodNotes team states that the app will automatically try to connect, which is why the issue will be resolved eventually. However, they're not sure why the connection error is occurring at all.
Certain developers have reported that their apps performed without issue for many years prior to the sudden emergence of the server issue, which is reportedly creating an error. For example, a developer posted this on the Apple forums:
"I have the same issue with a relatively small percentage of my users. Last year they didn't get it, but now they are getting 503 errors. My code hasn't changed. I'm not even sure how to file a bug report because I cannot replicate the issue on my devices. And it's occurring on a relatively small percentage of my users."
A few developers have managed to receive assistance with assistance from Apple engineering.
For example, one was able to modify the iCloud Container for their Developer account in order to resolve the issue. However, many developers are still experiencing difficulties.
Others have tried developing an iCloud status dashboard in their applications so that customers can know when iCloud isn't working.
